For new radio operator classes, the ROA practice materials provides all you need for the first on-the-air practice. Change the call signs as needed. Print out the charts and cut into separate table top tents for each station. The instructions and brief radiotelephone procedures are on each card. I've found it best to have only two stations on a channel at a time. This maximizes the training since other stations are not waiting around for a net control station. Each station is either sending or receiving traffic. Initially, the traffic is all verbal with no written messages to get the operators familiar with using and talking on the radio. Message practice can be added in after this initial session is completed.
